[SMAV] IntroductionSenator Mark A. Villar served as the Department of Public Works and Highways (DPWH) Secretary for five (5) strong years from 2016 to 2021. As the head of DPWH, Senator Mark led the timely completion, rehabilitation, and improvement of quality infrastructure all over the Philippines. He played a prominent role in realizing the “Golden Age of Infrastructure” through the “Build, Build, Build” Program, which generated Over six (6) million jobs.

Mr. Jeremiah “Jem” Pampolina is currently the Vice President of Investor Relations & Corporate Planning and also the Chief Compliance Officer of publicly listed real estate company Sta. Lucia Land Inc. (SLI) with over 20 years experience in real estate, investor relations, finance, operations, marketing & branding, business development, leadership and strategic planning.

He previously served as Junior Bank Officer of Union Bank of the Philippines cited as a Quality Banker, Business Development & Strategic Planning Manager of P. J. Lhuillier Group of Companies, Supply Chain and Operations Manager of Technomarine Philippines and Business Development & Operations Manager of Aboitiz-Jebsen.

Matthias Gelber is an international ESG and Sustainability expert who supports various sustainable brands with their ESG and NetZero journey. In 2022 he completed a two-and-a-half-year assignment as ESG advisor at the Philippines Stock Exchange. He was voted Greenest Person on the Planet in 2008 and has given talks in 42 countries internationally and five times at TEDx events. Matthias holds a Master's degree in Environmental Science from Brunel University, UK, and now lives a happy family life in the Philippines. He is a regular trainer and advisor for the tourism and hotel industry in the SE Asia region.

Cecille Domingo has broken through the glass ceiling in an industry many consider the domain of men. Graduating Magna Cum Laude from Nueva Ecija University of Science and Technology (NEUST) with a degree in Electrical Engineering in 1990, she began working for Meralco, the Philippines’ largest distribution utility, as a young cadet engineer, a by-invitation-only position reserved for the best and brightest. Domingo thrived, refining engineering and operational skills while steadily moving up various senior headship positions in sales, where she was routinely distinguished as one of the utility’s most outstanding employees in 2001 (Supervisory Level) and 2005 (Managerial Level).

A fast riser, she was promoted from Head of Central Sales Office to Head of Meralco Biz
Partners, which oversees Meralco’s relationship with about 100,000 Small & Medium
Enterprise (SME) accounts, to her current role as Vice-President and Head of Meralco
Enterprise and National Government, the segment that provides customized energy
solutions for the country’s largest corporations and conglomerates in support of their
operational efficiency and profitability goals. She was also recently appointed as President
and CEO of MSpectrum, Inc. , a 100% owned subsidiary of Meralco providing solar solutions
to all customers of Meralco and even in the whole Philippines.
Married, with two children, Domingo’s leadership style is anchored on spirituality and
teachings of the Scripture that espouse how God must also be present in one’s work life.
Cecille enjoys traveling, playing golf and spending time with her family during her spare
time. She also has an EMBA degree from the Asian Institute of Management in 2011.

Atty. Karen Mae Sarinas-Baydo is currently the Assistant Chief Operating Officer for Tourism
Enterprise Zone Management Sector of TIEZA. As ACOO, she is responsible for the general
management and administration of the various units under the Tourism Enterprise Zone
Management Sector (TEZMS), including Flagship Tourism Enterprise Zones (FTEZs) established
by the Authority.

From 2019 to present, Atty. Sarinas-Baydo serves as the Chairperson of the TIEZA Joint
Venture Selection Committee (JVSC) now TIEZA Pre-Qualification/Qualification, Bids and
Award (PBAC), which is responsible for all aspects of the pre-bidding and bidding process of PPP Projects, pursuant to Republic Act 11966, also known as the Public-Private Partnership Code of the Philippines (PPP Code), and its Implementing Rules and Regulations (IRR)

and Leisure Club, Inc.

Under Cary’s leadership, DLI has launched several milestone projects in Davao such as its first

Alexander Ablaza’s 38-year professional career has been dedicated to growing energy efficiency and other clean energy technology deployment in 14 Asian markets through the identification, due diligence, and financial close of over $3 billion in direct investments, and catalytic market and policy interventions.

Across Asia and the Middle East, he currently provides energy efficiency expertise with the objective of scaling up energy efficiency capital flows through innovative finance, investment structures and policy reform.
He convened and chairs the Asia-Pacific ESCO Industry Alliance and the Philippine Energy Efficiency Alliance. Paolo Ernesto V. Reyes is 43 years old. He has gained 19 years of experience in the field of property development.
